Byblos Research & Advisory works with governments and institutions at moments of institutional design: resource windfalls, donor surges, geopolitical inflections, free zone launches, and post-conflict reconstruction. The firm combines legislative drafting, fiscal and sovereign wealth design, and economic zone frameworks into complete deliverables, rather than the disaggregated templates produced by larger advisory firms. Founder
Sam Kovacs is a Franco-British macro systems thinker. He founded Byblos Research & Advisory in 2025 to consolidate his sovereign and institutional research work.
He holds a BBA from HEC Montréal and an MSc in Economics from Sciences Po Paris.
